It's not a unique situation, really, either. I believe this is commonly used for anything like characters in a fighting game, for example. I've experienced situations like this in a tournament setting - someone gets on the system and signs into the wrong account, so the DLC characters don't show.
Unfortunately, I think the only solution then is for multiple people to use different save files on the same account (the old fashioned way, if you will).

Or if they do a buddy pass thing like Youngblood did. I wonder if this applies to other versions like Switch or Xbox, as I do notice that there is an actual DLC download on Xbox Live and eShop (albeit, it’s like less than 15mb, so it could easily just be an unlock key). And thanks anyway, Question and Purify, I know both you were only trying to help us

It seems like such a stupid and outdated mechanic. If I buy something on my system, I expect it to apply to ALL accounts, end of story. I'm not singling out BS here, it's just always been a pet peeve. It rarely affects me as it's been years since I played with anyone locally, but as gaming evolves, this is one relic that definitely needs to be left behind.
