I am currently getting 30 fps on my laptop. Does anyone know what I need to change in the settings to get 60 fps?
I tried Windowed mode with 720p already.

You can try turning off Vsync or Frame Smoothing.

Have you tried tuning down some of the options in the Graphics section of the configuration menu (like antialiasing/post-processing/texture/shadow quality etc)?
Also, what's the spec on your laptop?

Well it has a dedicated graphics card at least. My theory is that the game isn't using said graphics card, so all workload is being made by your Intel onboard. Try to set "High Performance profile" on the energy options and see if it helps.

Don't know anything about pc fps, but I just had a late game boss that was TERRIBLE with slow down on Ps4. It was like walking on the surface of the moon. They really need to fix that one.
