I don’t think this is a glitch.
Shop menu navigation needs a slight tweak. In the shop menu (talking to Dominique) holding down on the left stick does not move the cursor. You must press down on the left stick each time so if the item is 15 below then you must press the left stick down 14 times. With the D-pad you can hold down and the cursor will rapidly move down through the items until you release it.
In this situation we need the Left stick to function correctly like the D-pad does.
