As you can see, the only true "cel shading" look is for "character 3". Background 3 is just a different lighting/color focus. That said, the winner by a large majority was background 3/character 3. A quote from the next update:

So there you have it. "Realistic" backgrounds were always pretty much the scope, with only some more minor differences as opposed to the character models' differences.

Ah, ok, thats what it was. Yeah, I also voted for background 3/character 3 back then, because the lighting that picture used definitely made it look like that even the background was cel-shaded, which was the main reason I picked it. Like I said, I think the game doesn't look bad at all when I actually play it myself, but I can't lie...there is definitely still that part of me that wish that they decided to cel-shade everything instead of just the characters. Its the best way to get that 2D sprite look without the game actually having to use sprites and whatnot. You know what though? I am still glad this game is happening in general, so I will take what I can get regardless, lol.
