The 3DS port will not happen, but it'll at least have a prequel story to make up for it. The game is being made using Unreal Engine 4, which is a little too powerful for that little handheld.

I wouldn't be surprised if the ports release at a later time. In fact I would expect it. It's no secret they are ports and therefore they inherently can't be finished until after the main development does. Inti has to provide armature with the assets before they can be ported, so anytime Inti makes a change armature will have to follow. Unless they hold the release of the main SKUs until the ports are complete, the WiiU and vita will release later. Mighty No. 9 did the same thing. Armature said they would be developing the ports as Inti creates the games so there would be no delays.

I would imagine that Armature has demo material for the U4 engine if not plenty of their own in house material they can use to create the ported engines and get them ready for the assets that Bloodstained will use. All of which can be done at the same time Inti is building the game. There may be some final tweaking once Armature gets the game from Inti, but I doubt there would be much of a delay from it.
Remember that's kinda supposed to be the point of using a game engine like the U4 engine. Once you build the assets, scripting, etc. it should be a "simple" matter of just "running it through the engine and compiling it".
