I've noticed the same thing. The shard itself is supposed to increase one-handed sword and mace damage, but after comparing damage while it's unequiped vs equiped, I see no change. I've tried the long swords and katanas and neither showed any change in damage. Also, when upgrading the shard it is supposed to increase the speed of one-handed swords/maces. I haven't seen a difference when doing the upgrade as well.
