The slowing and speeding of time is relative only to you since you age normally--"normal" being defined by the average perceptions of everyone else. There's only one problem... This ability is the result of a near-fatal head injury that prevents you from creating new memories. Also, there's a 50% chance of having a stroke every time you use the ability. Ouch!
