Last year, at this podcast, Mana half-confirmed that getting more shards will make them leveling up or something like that.
Also, we can see in the demo that it really exists an area informing about Shard level and even quality, as we can see here:
Obtaining more of the same shard is mandatory, since it seems that is the only thing that they have that is well-decided already.
I want to give three ideas and also heard the community's ideas over how could be the Shards leveling system!
METHOD 1: LEVELING BY OBTAINING MORE OF THE SAME SHARD (Dawn of Sorrow Style)
In order to level up shards, you need to obtain more of the same type. Shards reach a max power when the player obtain 9 shards of the same type. They can have several "max" levels, like this:

Max level 9:
Shard Level 1 (1 shard): default.
Shard Level 2 (2 shards): power is slightly increased.
Shard Level 3 (3 shards): power is slightly increased.
Shard Level 4 (4 shards): power is slightly increased.
Shard Level 5 (5 shards): power is slightly increased.
Shard Level 6 (6 shards): power is slightly increased.
Shard Level 7 (7 shards): power is slightly increased.
Shard Level 8 (8 shards): power is slightly increased.
Shard Level 9 (9 shards): power is slightly increased (MAX).

Max Level 5:
Shard Level 1 (1 shard): default.
Shard Level 2 (3 shards): power is increased.
Shard Level 3 (5 shards): power is increased.
Shard Level 4 (7 shards): power is increased.
Shard Level 5 (9 shards): power is increased (MAX).

Shard Level 1 (1 shard): default.
Shard Level 2 (5 shards): power is greatly increased.

METHOD 2: LEVELING BY PURCHASING
Everytime a shard is obtained (a shard that the player already have), it is added to a "Magicrystal pool". Each Shard has a magicrystal value (like currency). So, if you already have Seama's Shard, getting a new one adds +5 to Magicrystal pool, for instance.
Shards that are easy to get add less magicrystal than shards that are harder.
At any time, the player can enter in a special option at the menu and use his magicrystals to "buy" upgrades for it's shards. Each shard has a cost-by-level. Shards could have several different max levels (1, 3, 5, 9 and such).
Example:
Cerulean Splash (Seama's Shard)
Level 1: default.
Level 2: 100 magicrystal. Power is increased.
Level 3: 200 magicrystal. Power is increased.
Level 4: 400 magicrystal. Power is increased.
Level 5: 1000 magicrystal. (MAX).
METHOD 3: LEVELING UP BY ALCHEMY
Shards can only be leveled at a certain NPC (Johannes?) and in order to level them up, the player must offer shards of the same type plus forging materials, the same used for equipment forging. Shards could have several different max levels (1, 3, 5, 9 and such).
Example (made up items):
Cerulean Splash (Seama's Shard)
Level 1: default.
Level 2: 3 Seama's shards, 1 sage. Power is increased.
Level 3: 5 Seama's shards, 2 sage, 1 Chamomile. Power is increased.
Level 4: 7 Seama's shards, 3 sage, 2 Chamomile, 1 rue. Power is increased.
Level 5: 9 Seama's shards, 4 sage, 3 Chamomile, 2 rue, 1 water crystal. Power is increased (MAX).
