Can Alucard be in Bloodstained as a public domain character?

I was a huge fan of the dialogue of the SotN games, and I loved Richter's conversation with Dracula, but my god... I nearly coughed up blood at the horrible scene in LoS2.
That said, if they can have an enemy yell Soul steal as one of his attacks, and have a scene where he constantly goes "I'm interested in this" that'd be hilarious and awesome. Just hopefully with better context.
I wouldn't call Robert Carlyle's LoS2 performance cringe-worthy. That guy's acting chops are pretty buff. That said LoS2's writing was hit and miss but the SotN line has always been goofy thanks to the translation. But a degree of charming campiness has always been present in CV so it worked.
It is funny though how similar Richter's dialogue was to the naive self-rightiousness you heard while fighting the Brotherhood in LoS2. Richter was pretty pious. I guess that makes sense though if he was one of the younger "active" Belmonts. He had some growing up to do.
